The Placement:

The Quality Control and Material Engineer,based in the Planning and Control Section, will be located in the Head Office, in Maseru the capital city. The Senior Planning and Control Engineer is the head of the team and responsible for the planning design of all capital developments projects as well as quality control of all works carried out on these projects. The Development Worker will work closely with him, the Senior Technical Officers and Technical Assistants in different regions and laboratory staff and assist in skills development as well as supervising the quality control staff.

A two bed roomed, furnished staff house is available located in the town centre and provided with 24 hour security cover. It is a modern capital city providing access to all the services, shopping facilities, restaurants, sports facilities and nightclubs.

Country

Lesotho is an independent kingdom in southern Africa and is a member of the Southern African Development Community (SADC) and the Commonwealth of Nations. Before gaining independence in 1996 Lesotho, then known as Basutoland, was a British Protectorate. Lesotho is a mountainous country covering an area of about 30,355 square kilometres, and is totally surrounded by the Republic of South Africa. The latest population census puts the population at about 160,000.

Lesotho has an invigorating temperate climate. The four seasons of the year are quite distinct, with Spring running from August to October; Summer from November to January; Autumn from February to April; and Winter from May to July. Autumn is the season with most rain, while Winter often brings heavy snow which caps the Maluti Mountains throughout the season. Temperatures in the lowlands can vary from a minimum of around -2 degrees centigrade or less in Winter to a maximum of around 32 degrees in both Summer and Winter. Lesotho does not have an abundance of natural resources.

The most abundant natural resource is water, known as the "white gold" of the Country. A giant multi-billion dollar project known as the Lesotho Highlands Water Project is currently being developed with the objective of harnessing the water and selling it to South Africa. It is expected that the revenues that will accrue from the sale of the water will help to develop the economy of Lesotho. The project is expected to be fully operational by the year 2030, when all five dams that are to be constructed are completed and are all pumping water to South Africa.

Duties and Responsibilities

  • Manage the total quality management system for the Department of Rural Roads.
  • Through the QES teams, ensure that all upgrading, regravelling and rehabilitation works are done to the Ministry of Works national standards.
  • Ensure all environmental standards are met and assist Regions and the Contract Section regarding quality, environment and safety issues.
  • Carry out research, seek alternatives to gravel wearing course and other construction materials and assist in the investigation, identification and testing of road building materials and foundations for structures.
  • Train and supervise the QES staff.
  • Responsible for the accuracy and interpretation of reports and results from the QES and laboratory.
  • Preparation and specification of materials for construction.
  • Ensures that gravel sources are tested regularly during construction, regravelling and rehabilitation when the material changes.
  • Offer assistance and advice related to material quality and compaction.
  • Procurement of all equipment for the Planning and Control Section and ensure all equipment is maintained and regularly goes for callibration and servicing.
  • Assist the training section with regards to quality, materials environment and safety procedures.
  • Keep records and database of suitable wearing course material on all roads on the network.
  • Ensure that the recommendations of the EIS are adhered to and implemented, during and after the works.
  • Ensure safe working practises are followed.
  • To decide on action to be taken on soils and materials problems encountered in the field.

Person Specification

Essential

  • Professionally qualified Civil Engineer (degree) or Material Engineer.
  • Experience of Geo-technical Engineering or Soil Mechanics.
  • Working experience in Civil Engineering or highway materials engineering.
  • Experience of quality management.
  • Computer literate.

Desirable

  • Ability to work with people from different cultures, and to adapt work practice accordingly.
  • Experience of managing and training of staff.
  • Experience of project management and/or construction.

Placement Information

Accountability:
Senior Planning and Control Engineer

Terms and Conditions:
40 hours per week, Monday to Friday
8.00am-12.45/2pm-4.30pm
2 days holiday per month

Environment:

The development worker's terms will be subject to public service rules and regulations like other civil servants. These will be introduced as a part of the induction course. He/she will be expected to take part in a monthly senior management meeting, followed by a technical meeting.

Other Information

The creation of employment and rural development are a part of the Government of Lesotho's Development Plan. In order to implement it, the Labour Construction Unit (LCU) was established in 1997 as a World Bank funded project to promote the use of economically efficient labour-based methods in all aspects of public roads in Lesotho. The LCU is now the Department of Rural Roads (DRR).
