The Placement:

The Civil Engineer, Planning will be located in the Head Office, in Maseru the capital city.

The Senior Planning Engineer is the head of the team and responsible for the planning design of all capital developments projects as well as quality control of all works carried out on these projects. . The Development Worker will work closely with him, the Senior Technical Officers and Technical Assistants in different regions and laboratory staff and assist in skills development through a prepared training programme. Country

Lesotho is an independent kingdom in southern Africa and is a member of the Southern African Development Community (SADC) and the Commonwealth of Nations. Before gaining independence in 1996 Lesotho, then known as Basutoland, was a British Protectorate. Lesotho is a mountainous country covering an area of about 30,355 square kilometres, and is totally surrounded by the Republic of South Africa. The latest population census puts the population at about 160,000.

Lesotho has an invigorating temperate climate. The four seasons of the year are quite distinct, with Spring running from August to October; Summer from November to January; Autumn from February to April; and Winter from May to July. Autumn is the season with most rain, while Winter often brings heavy snow which caps the Maluti Mountains throughout the season. Temperatures in the lowlands can vary from a minimum of around -2 degrees centigrade or less in Winter to a maximum of around 32 degrees in both Summer and Winter. Lesotho does not have an abundance of natural resources.

The most abundant natural resource is water, known as the "white gold" of the Country. A giant multi-billion dollar project known as the Lesotho Highlands Water Project is currently being developed with the objective of harnessing the water and selling it to South Africa. It is expected that the revenues that will accrue from the sale of the water will help to develop the economy of Lesotho. The project is expected to be fully operational by the year 2030, when all five dams that are to be constructed are completed and are all pumping water to South Africa.

Duties and Responsibilities

  • Planning and design of all the Department of Rural Roads capital development projects.
  • Preparation of long and medium term programmes for construction, rehabilitation, routine and periodic maintenance.
  • Preparation of completion reports, job reports and quality control reports.
  • Conduct EIA, health and safety assessments as part of the project proposal.
  • Responsible for the design or drawing of all works and modifications to design standards and/or standard drawings for specific locations.
  • Development, updating and maintenance of a filing system and databases to record historically significant data for each road.
  • Evaluating consultants proposals.
  • Assisting in procurement of laboratory, quality control and planning tools and equipment.
  • Day to day management of staff and activities of planning, quality control and laboratory section.
  • Management of the laboratory.
  • Research in areas relevant to the Section such as stabilisation of unsuitable material.
  • Monitoring collection of field data relating to traffic counts, unit rates and surveys.
  • Monitoring quality control on site.
  • Supervision of staff and ensuring they respond promptly to requests from sites.
  • Carrying out DTIMS analysis and PMMS training.
  • Assist the training engineer as requested.

Person Specification

Essential

  • Professionally qualified Civil Engineer (degree) and several years experience at a professional level.
  • Experience of planning major civil engineer projects.
  • Experience in survey and pavement design.
  • Supervision of technical staff, including quality control, laboratory and planning activities.
  • Computer literate.
  • Ability to work as part of a team to achieve sound practises in quality control, record keeping and design planning.
  • Valid driving licence.

Desirable

  • Ability to work with people from different cultures, and to adapt work practice accordingly.
  • Experience of training technical staff.
  • Familiar with labour-based road works and associated methods..
  • Aware of environmental and health and safety issues.

Placement Information

Accountability:
Senior Planning Engineer

Terms and Conditions:
40 hours per week, Monday to Friday
8.00am-12.45/2pm-4.30pm
2 days holiday per month

Environment:
A two bed roomed, furnished staff house is available located in the town centre and provided with 24 hour security cover. It is a modern capital city providing access to all the services, shopping facilities, restaurants, sports facilities and nightclubs.

The development worker's terms will be subject to public service rules and regulations like other civil servants. These will be introduced as a part of the induction course. He/she will be expected to take part in a monthly senior management meeting, followed by a technical meeting.

Other Information

The creation of employment and rural development are a part of the Government of Lesotho's Development Plan. In order to implement it, the Labour Construction Unit (LCU) was established in 1997 as a World Bank funded project to promote the use of economically efficient labour-based methods in all aspects of public roads in Lesotho. The LCU is now the Department of Rural Roads (DRR).
