The Placement Organisation

Mission: UDTC’s mission is to provide human and institutional capacity development for all municipalities through learning, researching and networking

The objective of UDTC is to improve the managerial and administrative capabilities of municipalities to apply good governance practices and to provide effective, efficient and user-friendly services at municipal level.

To achieve the above objective, the UDTC

  • organises training, seminars, workshops and conferences
  • develops appropriate training materials
  • acts as an information, resource and documentation centre
  • provides consultancy and advisory services at a high level and
  • defines a network between diffe­­­­­rent institutions on an international and national level.

The Urban Development Training Centre (UDTC) has operated under different names, but was originally founded in 1972. It operates under the Government of Nepal. T here is a general inadequacy of urban environmental management experts in UDTC and municipalities. UDTC is mandated to strengthen the capacity of municipalities in urban environment through various training, research and advisory services.

  • UDTC aims to deliver efficient, high level services to its clients. To achieve this, UDTC needs to review and revitalise its current programmes to meet the customer needs.
  • A development worker is needed to upskill the faculty members, as UDTC currently does not have any adequately skilled expert in urban environmental management.

  • To develop, revise and implement new and existing urban environmental management training programmes at UDTC
  • To facilitate any other improvements that strengthen and sustain UDTC in their work
  • To develop the training skills and knowledge of UDTC trainers on environmental management
  • To raise awareness of urban environmental issues amongst UDTC staff
  • To assist in fundraising from development partners and international organisations for training, research and advisory services
  • To build and expand on networks relevant to UDTC in the development field
  • To submit monthly reports to UDTC and Skillshare International on the progress against specified placement objectives

Supervisory responsibility

The development worker will not normally have any supervisory responsibility.

 Supervision received

The development worker will be line managed by the Principal of UDTC.

ESSENTIAL skills and experience

  • A postgraduate degree in Environmental Management, Civil Engineering, Urban Planning or a related field
  • A minimum of three years of experience in urban environmental management
  • A minimum of two years of experience in planning and delivering training, research and advisory services
  • Good communication skills in English, including producing written documents to a professional standard
  • Strong skills in using a range of training tools and methods
  • A good working knowledge of MS Office
  • Resilience and adaptability to work in a developing country, with poor infrastructure and at times challenging conditions

DESIRABLE skills and experience

  • A postgraduate degree in Urban Environmental Management
  • Work experience in a developing country
  • Experience of working with government training institutions
  • Language skills in Nepali and/or Hindi
  • Experience in proposal writing and resource mobilisation
  • Experience of networking with national and international organisations for training and research, particularly on urban environment issues

Benefits: Skillshare international offers a modest monthly living allowance, flights to the placement and return, medical cover, and pre and post placement grants to assist with relocation where relevant. The living allowance is adequate to cover your living costs whilst on placement but not adequate for savings or meeting other costs in country of origin. Please also note that we strongly encourage the selected applicant to raise a minimum of £500 to offset some of the placement cost.

Restrictions: The age limit for a development worker is dependent on the official retirement age in the placement country, which in the case of Nepal is 58 years for men and for women. The placement may be open to a development worker who is accompanied by family, and furnished accommodation will be provided. However please note there are no allowances towards dependants.

Terms and Conditions:

Hours of work: 10am – 5pm flexible

Days of work: Sunday to Thursday, with a shorter day on a Friday

Annual leave entitlement: 30 calendar days

Facilities:

  • Please note that as there is no Skillshare International Nepal office, this placement will be supported by staff in Gurgaon, India.
  • The placement will be based in Pokhara. It is a tourist destination in Nepal. It has educational, health and recreation facilities. It is possible to buy international products at shopping centres.
  • The public transport is fairly under-developed locally, however there are normally taxis available. It may also be possible to cycle.
  • Shops, restaurants and medical facilities are easy to access from UDTC, which is near the main bazaar of Pokhara .
  • UDTC has a complex comprising of an Administrative Building, Hostel, Conference Hall and Rooms, playground etc. The Centre aims to create a positive working environment with respect towards employees and their professional views.
  • The development worker will have access to a computer with accessories and an internet connection.
  • A photocopier and a fax machine are also available for use.
  • UDTC has a Dining Hall within its premises which offers food on request in advance and at subsidised rates.
